Verses 9 and 10 are Paul's exposition of Psalm 68:18. He clearly articulates the historicity of the descension and ascension of Christ. In our day the ascension of Christ has been labeled as "forgotten." However, the descension and ascension of Christ are critical to the salvation of God's holy one's. In this text we see that Paul is telling the Ephesians that Christ actually came down and arose again. These truths had been earlier told by Peter in Acts 2 and Christ, Himself, said He came down and would return to His Father (John 16:28). Therefore, if Christ keeps His promises, we can trust that He has kept this one as well, and He is currently at the right hand of the Father where He intercedes for every believer (Hebrews 7:25).
